Introduction

I am Venerable SOEM SIM, take course Educational Management and Leadership. When I was in Bachelor Degree in Business and Economics major. I want to run my own business, likely ecommerce. After I graduated, I was assigned to teach the Character Building and Leadership course in primary school, for than two years, I found that education does not only sharing the knowledge to students. It surely changes their lives if we guide them on the right path. I felt the pride to be as an educator. This experience makes a big impacted in my life and inspired me to be an instructor for last long. That is the reason why I take a Master Degree in Education Administration and Leadership.  

Field trip to Wat Bo primary school

I take course of Educational Management and Leadership with Dr Sok Uttara and he assigned the students to do the observation on the leadership style at Wat Bo primary school’s principal, Pheng Kimchheng, under the four themes, which are leadership, motivation, decision making, and organizational structure in each group have four members but only 14 students went there. My group take in charge of “Motivation” to ask the principal. That is such a great opportunity that, Dr. assign us to have a field trip to Wat Bo primary school to learn about the style of leadership from the school principal, that got the 1st National Model School from the government in recent year. In Dr’s class can help me a lot not only learning the theories in class but in the practical reality on the field on style of leadership and management from the different context of successful principals.


Background of the site

Wat Bo Primary School comprises 13.702,65-meter square (m2). It located in the centre of Siem Reap Town in Wat Bo Village, Salakamroeuk Commune, Siem Reap District, Siem Reap Province, Kingdom of Cambodia. Wat Bo Village's population is 1277 families 6,797 (3,505 Female). Wat Bo Primary School is a public school which has two parts: Kindergarten and Primary school with two shifts morning start from 6:00 am students arrive up to 11 am, the afternoon starts from 1:00 students arrive and 5:00 dismiss. The support and cooperation from the stakeholder, educational officers, teachers, parents of all students, has brought success to school in terms of quality, morality and talent. All skills related to social life, reality, and the needs of society. Peng Kichheng said, "the good school cannot exist without firm discipline, attentive teachers, well-mannered students and caring parents”.

Brief History

Wat Bo Primary School was built by a monk, named Somekon Hing Mao, who lived in Wat Bo. In 1957, he built a primary school Wat Bo campus and named it Hing Mao School. It was later called Wat Bo Village Primary School. The building which was made of concrete and clay consisted of three rooms and could accommodate three school classes. At that time, Cambodia had been independent of France for four years. Independence introduced a period where a Cambodian state had a strong belief in human capital, making education the most important vehicle for development and modernization (Sopheak, 2017).

-          Wat Bo primary school’s policy

Wat Bo primary school in Siem Reap is considered a model school through the Kingdom and beyond, through this achievement school principal try out from his arms and legs. To reach on this stage, he stays on a stronger stand on his policy set out:

§  To strengthen safety, security, and well-order in school and cosy for student's parent.

§  To enhance the wellness to teachers and students.

§  To improve the quality on teaching and learning under the five-element, life skills with four pillars (learning for understanding, learning for knowing how to do, learning for being good morality, and learning to live together).

§  To address and facilitate on the living standard of teachers to be better by supporting from students' parent.

 There are now 15 buildings and 66 rooms, including 51 study rooms; 1 computer room; 1 meeting room; 1 office; 1 library; 7 kindergarten rooms; 1 music room; 1 health room; 1 house room and 1 traditional room.

-          The population of students and teachers in the academic year 2019-2020

There are 129 teachers and 99 are female and 6321 students in total and 3104 are female for the academic year in 2019- 2010.

§  Kindergarten 14 classes, population 560 and 295 are female

§  Grade 01, there are 20 classes, student’s population 1064 and 502 are female

§  Grade 02, there are 18 classes, student’s population 995 and 482 are female

§  Grade 03, there are 16 classes, student’s population 816 and 459 are female

§  Grade 04, there are 16 classes, student’s population 891 and 423 are female

§  Grade 05, there are 16 classes, student’s population 964 and 470 are female

§  Grade 06, there are 16 classes, student’s population 931 and 473 are female.

§  The fund from SBO and SIF

§  The fund from students’ parent

§  The saving funds

§  The fund from visitors

§  The fund from recycling plastic waste

§  The fund from the sellers in the school campus

The principal has future objective to reduce the recursive for grade 01 under the 8 percentage and will increase the number of passing students for all grade up to 98%, increase using remaining study materials, human resources, environment used ineffective way, and tie up to more stronger relationship with national and international community in an effective way. 

Interview Questions and Answers

Many school leaders need to build up and develop their leadership skill to improve their schools and teachers' working performance. They need the model of good practice of leadership styles from the best performing schools from our group observation we will address only motivation. Wat Bo Primary School Principal in Siem Reap is considered a model of leadership practice because he used to win the first model school of good school principal of Samdach Hun Sen Award (Rethea, 2018). There are five questions which describe bellow with his answer:

1/ What is your Self-Motivation to be the best school principal as the 1st National Model School?

He is always reminding himself that as a teacher. He has role and responsibility to help the students and society to build better human resources and well behaves people in the country, if he doesn't do so he is a useless person and regardless as a teacher. He has very strong commitment to do on his role, to live his life to helping the society and it is regardless without helping, even there are a lot of obstacle and pressure from stakeholders, supervisor, co-workers, students’ parents, and his family, he still keeps onward to motivate himself, and stand a very stronger on his objective, new ideas, innovative, right decision making, and problem-solving.

2/ How to motivate your teams and teachers to participate and contribute actively, effectively, and respectfully to work and corporate together to advance the successful school?

There are two methods to motivate his co-workers, firstly he tries to explain the purpose and objective that he wants to change and motivation trough appreciate and reward by having a gratitude event for the teachers and have a trip to abroad with all teachers and his co-workers. In break time and dismiss, as principal tries to give a solution to the teachers when homeroom teachers have the difficulty on their teaching in classes.

3/ How to motivate students’ parents to participate and support your educational administration and leadership style?   

There is a lot of challenges with students' parents to encounter with the solution to this problem. Wat Bo principal tries to convince and project, led by doing.  He tries doing consistently from day to day, month to month and year to year. He asks all parents to take their children to school early at 6:00 am to arrive. Even there many parents do not happy with his policy but the parents have no choice so than they follow with bad feeling inside. He tries to stand on his basic principle, which are wisdom, physical, art, athlete, and aesthetics education.  

4/ How to motivate your students to participate and follow their teachers actively, effectively, and respectfully in the school, home, and community?

Because the self-improvement with skill and knowledge that the principal set and led it down for implement to all teachers and students. Many teachers are qualifying and work hard on his/her duty and follow and respect the role the interaction between teachers and learners with role-based modernizing, have brought up with the good result in their study lives.  Students felt enjoyable to study and want to study in a good manner. Teachers' actions in their classrooms have twice the impact on student achievement as do school policies regarding curriculum, assessment, staff collegiality, and community involvement.

5/ How to motivate the relevant national and local educational institutions and authorities to participate, support, facilitate, and corporate with your school efficiently, effectively, successfully, and sustainably?

His Excellency Dr. Hang Chuon Naron, Minister of the Ministry of Education, took a visit to Wat Bo primary school and observed and strongly support with the innovative ideas of principal, Mr. Peng Kimchhen. Because of this image, the provincial department of education and other officials tend to give some support since before does not.

Discussion and interpretation of positive and negative

-          Positive

Wat Bo’s principal brought up an idea, that to become a good leader, he follows one ‘don’t’ and five ‘dos’. Don’t be selfish. Do be willing, patient, hardworking, honest and devoted. For him, a good objective of leadership is to help his subordinate, students, and their parent who are doing poorly to do well and to help those who are doing well to do even better for the society. There are so many characteristics of the good leader at school, but from the observation on Wat Bo’s principal, Mr Pheng Kimchheng. I would like to raise some good points as follow:

Self-aware: a good principal understands of himself and has confidence, belief in himself, have confidence in the decisions making no hesitate or nervous, and doesn’t afraid of what others may think. Plan how to start every day in ways that will lead the students, school, and colleagues in the right direction to achieve their goals.

Excellent communication: he has a very good speech with others. He knows how to reach a variety of people in many different ways. For instance, a principal talk to my group as the visitors very interactive way which is not too much serious or too much fun. This way, the principal takes the time to communicate in-person but also makes communication convenient (Team, 2018).

Lead by example: the best leaders in the educational system make it a point to lead by example, and not simply by words. Wat Bo’s principal did this way. He committed himself to practice on five principles, a leader have to do more than subordinators (multiplies leader), a leader has to think in advance and share the idea to subordinators in equity (idea leader), a leader has to encourage and correct to subordinators when they did wrong (corrective leader), and a leader have to taking care of their subordinators when they are in difficult situation (room leader).

-          Negative

The achievement that Mr Peng Kimchheng devoted. There are also some disadvantages to his role as a principal. Wat Bo’s principal tends to use more bureaucracy’s theory depend on the style of his leading. For instance, as visitors have to arrive a school at 6:00 am since himself arrive at about 6:30 am. on the other hand, he does not save the face of everyone so that everyone has to follow him listen to him carefully. Furthermore, for decision making have to make by himself even is not related to his roles. For example, if there are any students absent, student’s parent has to call to the principal before they call to the homeroom teacher and the teachers right there have to follow whatever the principal asks for without reacting or refusing back. There are many teachers and his subordinators look so afraid of the principal from my observation in the meeting hall while we get to know each other. The Principal asks the teachers to say Jum Reap Sour with fully respected to us even all of their age like our parents. Bureaucratic leaders also tend to prefer rules, laws, or regulations, based on this we can observe that the principal use bureaucratic style to lead his school.

Future Goals

I have my own goal to run Foreign language school and International school in Steung Treng province. I think, is a big ambition but I believe step by step with goal setting it will work. Education is the first important thing that I have to have, learning from someone experience and persuade to the degree that fits with my goal is one path to walking on. The next step is financial support. It would call for cooperation with my close friends, who have the same dream as me. Financial is another one important thing to start up the school. I believe that from my knowledge and experience in education could take me up to reach my goal as already set.
