I.                   Problem Statement


Bun Rany Hun Sen Buddhist High School is located in Ta Khmau Town, Kandal Province. The school was established in 1997 up to the present day. Bun Rany Hun Sen Buddhist High school is provided general education to the Buddhist monks through the national curriculum under the Ministry of Cult and Religion, which have 15 subjects to learn and these among are more than the public schools have, so because of these reasons many monks cannot catch up all the subjects set and they find hard time to attend foreign languages and computers class. There are 360 Buddhist monks who are studying. Since many Buddhist monks are studying, its lack of English language proficiency and technology’s skills. The needed of these skills in order to get a better life in the future, many Buddhist monks find hard to get this knowledge.
The following sentences are the problems met:
-          Can’t afford to pay for the school fee
-          The curriculum of the school does not have enough times and resources to provide foreign languages and computer skill. 
-          The daily expense for transportation, foreign languages and computer schools are far away from the monastery.
-          They meet the difficulty to communicate and promote the teaching of Buddha to international arena.

II.                Features of the Initiative


Buddhist International language (BIL) is a program work for a non-profit which provides international languages: English, Thai and computer programs as following:

These courses provide with the specific skill, based on writing, speaking, listening, and reading and these four skills will do the real practice on online lab, the students will have more enjoyable on the course they chose as well as the computer skills, we have an extra course, which are Adobe Premiere and Sony Vegas that the other private schools in town, do not have. So the difference between these will take more attention from pupils to join in our program. 

III.               Purpose


Buddhist International Language (BIL) will be a part to enrich the quality of foreign languages and computer education and develop more human resources for our country. We believe that this program will help Buddhist monks and other people in general, which spend less and gain more. This program aims to help students as follow:
·         Providing the multi-international Language skills (English and Thai)
·         Providing the specific skills (computer skills like Microsoft office, Sony Vegas and Adobe Premiere)
·         To enhance the capacity of using international languages to all monks to communicate and promote Buddhism on international arena.
·         To extent of using technology programs of monks to promote the teaching of Buddha to youth and general through social media.
·         To create more human resources for social development.
·         To help the poor students, who cannot afford their study

IV.            Human Resource


Buddhist International Language (BIL) was created by two founders, which under The Bun Rany Buddhist High School’s principal and it does not direct involve with The Ministry of cult and religion.
We divided into three main positions namely as, Program Director, Program Coordinator, and administrator the following table is the position and responsibility. Program Director control all the program processing and selecting staff through interview, and writing proposal plan for asking donor to donate. He manages the financial income from donor or student who are donate for supporting the program through proposal writing and controlling on yearly expanse.
The Program Coordinator is working on documentary who keeping CVs and official letters, doing on marketing to promote for volunteer teachers and students through social and broachers. Program coordinator is also work for operating English and Computer program and having role to report to Director monthly on teaching styles, general services, new strategies, others information or problems related to teachers and students.  
Administrator is working on enrolment to register all students, make students and teacher’s lists and attendance lists, to facilitate students and teacher’s problems. He or she has a role to prepare, provide and record teaching materials for teachers. Administrator has a role to do report of any problems to programs coordinator or directly to director.

b.     Organizational Structure


The Buddhist International Language is managed by the program director who reports directly to the Bun Rany Hun Sen Buddhist high school’s principal. The director's main role is to initiate the program, making the decision and instigated the implementation of the existed program and new program to add up into the languages and computer's training. Moreover, the director holds on expenditure and get financial help from the donors and also report to the donors back as well. The program coordinator or administrator have responsible for keeping in-out documents, keep track on staffs' work, recording and updating students and teacher’s information's, and preparing a report to the program.


a.      Opportunities
1. Legal environment
-          The program is under the school and we do not have to ask approval from the Ministry of Cults and Religion. Since the program will not add up into the school’s curriculum and it is only to enrich the extra course, which is out from the school’s time
2. Economic environment
-          The program does not pay for any cost of the school building and the other official approval documents to the Ministry. On other hand, students pay only 20$, which is settled the amount for the whole year and they can attend all courses with no need to pay extra more by only pay for the renewal for the next year program’s courses. This will afford to all pupils, who want to learn languages and computer skills.
3. Sociocultural environment
-          The school located in the monastery, that is a good environment for relaxing their minds and focus on the studies. The role of pagodas in the past, providing education to the people in general and this such a good opportunity to restore all the roles of Buddhist monks in the part-time to get it more real in now.   
4.   Technological environment
-          The rapid growth of the technology, our computer program provides Word, Excel, Photoshop, Sony Vegas, and Adobe Premier which are up to date and all these courses are not available for free in the other schools in town.
b.      Risks
1.   Legal environment
-          The program could have some issues because it will challenge with other local International language schools and it could force to close since we do not have official documents to file in the ministry.
2.   Economic environment
-          The program depending on the donors, who donate to support the program to run and if they stop donate, it is difficult to survive. On the other hand, we do not have our own building, in some cases, the school does not continue to allow us, we will spend extra more on renting building outsider.    
3.   Sociocultural environment
-          It could have some problems since the Monastery is a place for many old people in common if there are many students come to study. It could be affected by the feeling of the elder. On the other hand, people will criticize that and somehow they will not come to the pagoda as before.
-          The Buddhist monks learn languages (allow to learn the Pali’s language) and technologies are not a good view to the public's perspective and the laypeople, who have the old mindset will not happy with this program.  
4.   Technological environment
-          There is no technician to maintenance computer's lab, we need to connect the network to all computers set and also the installation software into each PCs and when any problem or errors occur. It could be difficult to solve the issues.

VI.            Strategic Action Plan


In order to start the educational proposal, plan smoothly and effectively, the action plan is a mentor reach up to the goal set and this bellow table will demonstrate stage by stage which is mainly divided into three-part for the whole life of the proposal. If the program works well in the period set. We will plan for the other new strategy to extend longer.  These bellow tables are strategies and action plans for the whole project life for one and a half years.
